Organizational Resilience

WHO IT’S FOR

Professional development, HR directors, L&D leaders, program directors, team leaders, and community organizations. Industry-agnostic — wherever teams face chronic stress, rapid change, or high-stakes decision-making.

WHAT WE BUILD

Organizational Resilience is STOSAIC’s primary entry point and most broadly deployed service scope. We develop the behavioral infrastructure that organizations need to perform consistently under pressure — not just knowledge of what to do, but practiced capacity to actually do it when conditions deteriorate.

Engagements in this scope are built around the Seven-Competency Framework: Self-Mastery, Trust Building, Ownership Mindset, Strategic Adaptability, Alignment of Purpose, Insight Integration, and Constructive Momentum. These are not abstract virtues — they are observable behaviors that either hold or collapse when an organization is tested.

WHAT A TYPICAL ENGAGEMENT INCLUDES

Workforce resilience workshops and Mosaic Labs. Team Resilience Charter development. Behavioral observation and competency assessment. Custom scenario design specific to your operational context. Post-engagement measurement to track behavioral change over time. Optional facilitator certification for internal delivery at scale.

INDUSTRIES SERVED

Healthcare, nursing education, higher education, K–12 school systems, corporations, community organizations, and nonprofits.

Most training tells people what to do. We put them inside situations that reveal what they actually do — and build the habits to close the gap.

Scope 1: Organizational Resilience -Program Details

End-to-End Resilience Program

STOSAIC’s flagship Scope 1 engagement. The full E2E pathway is comprised of 3 Tiers that focus on building overall awareness,  applying the knowledge in real-world situations & integrating an operating system for continued use. Includes an Orientation Workshop, Problem-Based Learning Experience & Summary Workshop. Supplemented by coaching & mentoring to baseline & trend participants in the program. Created for organizations that want a complete behavioral infrastructure built — not just a one-day event. Delivery is in-person, with virtual options available. Timeline: 8–16 weeks, depending on organizational size.

Stosaic Lab — A La Carte Workshop

Single-session or multi-session Problem-Based Learning workshops built around your team’s specific operational pressure points. Participants work through scenarios drawn from their environment, not generic case studies. Facilitators observe behavior, not just outcomes. Debrief surfaces the gap between what people actually do under pressure and what they should do. Deliverable: documented behavioral baseline with post-engagement tracking framework.

Seven-Competency Framework Training

Structured development program built around STOSAIC’s seven observable behavioral predictors of performance under pressure: Self-Mastery, Trust Building, Ownership Mindset, Strategic Adaptability, Alignment of Purpose, Insight Integration, and Constructive Momentum. Each competency is assessed at baseline, developed through scenario-based practice, and measured post-engagement. Available as a standalone program or integrated within the E2E pathway.

Facilitator Certification

For organizations that want to build permanent internal capacity, STOSAIC certifies internal facilitators to deliver the Organizational Resilience program at scale. Certification includes delivery training, behavioral observation methodology, and access to STOSAIC’s assessment and debrief tools. Eliminates long-term dependency on external facilitation.

Team Resilience Charter Development

Collaborative process that produces a documented behavioral charter — specific to the team — defining how members will operate, communicate, and hold each other accountable under pressure. Reinforces competency development and creates a living reference document for the team.

Resilience Readiness – Starter Kit

Condensed version of our End-to-End Program focused on a single resilience scenario. Includes all 3 Tiers to baseline and trend progress, along with supplemental coaching. Timeline: 4-12 weeks)

The entry question is simple: Does your team perform in training the same way it performs when something actually goes wrong? If the answer is uncertain, that’s where we start.

Crisis Command Architecture

WHO IT’S FOR

Healthcare executives (CEOs, CNOs, CMOs), hospital boards, risk managers, chief risk officers, insurance carriers, manufacturing operations leaders, critical infrastructure operators, and government and public safety leadership.

WHAT WE BUILD

Crisis Command Architecture is STOSAIC’s executive-facing, high-consequence consulting scope. The premise is direct: most organizations have crisis plans. Almost none have practiced executing them. The gap between documentation and execution is where organizations fail — and it is exactly the gap that Crisis Command Architecture is designed to close.

Chief Brim is the only Certified Business Continuity Professional (CBCP) with extensive operational incident command experience at the division chief level. He does not consult from theory. He builds command architecture from 25 years of applied incident command on the fire line — where the cost of failure is measured in lives, not quarterly reports.

SERVICE OFFERINGS

Crisis Command Architecture Assessment. The First Hour Doctrine implementation. S.T.O.I.C. Framework deployment (Stabilize, Test, Optimize, Invest, Convert). Tabletop exercises and operational readiness programs. Compliance and certification preparation (HICS, NIMS/ICS, ISO 22301, DRI). AI Governance Consulting for organizations implementing AI systems in high-consequence operational environments.

INDUSTRIES SERVED

Healthcare systems, hospitals and health networks, manufacturing and industrial operations, critical infrastructure, insurance carriers, and government and public safety agencies.

Plans are not capabilities. Practiced execution is capability. We build the second one.

Scope 2: Crisis Command Architecture-Program Details

Command Blueprint — Organizational Command Architecture

DIAGNOSTIC ENTRY POINT

Command Blueprint is the entry point for the entire Scope 2 product family. A forensic assessment of the organization’s command documentation, succession structure, pre-delegation of decision authority, unified command architecture, and L.I.P. hierarchy integration. Phase 1 (diagnostic only): 1–2 days on-site, written findings delivered within 10 business days. Full Program (Phases 1–3): 4–6 weeks, includes on-site assessment, facilitated workshop, and complete Command Architecture design package. Command Blueprint findings create the pipeline for both First Command and Command Integrity.

First Command — Incident Commander Performance Development

Built for the individual at the top of the command structure. Phase 1 establishes a documented IC Performance Baseline — identifying priority inversion patterns, decision-velocity gaps, and command-presence deficiencies under simulated pressure. The full program develops those specific gaps through a series of pressure-escalating scenarios and closes with a validated performance assessment. Deliverable includes a CCCE (Crisis Command Certified Executive) recommendation for ICs who meet Phase 3 standards. Engagement scope: 6–10 weeks.

Command Integrity — Incident Management Team Performance

Addresses fragmentation at the team level — the point at which unified command breaks down under escalating pressure. Assessment simulation surfaces how the team actually operates when conditions deteriorate. Development-intensive rebuilds team command discipline through operational stress testing — not relationship exercises. Engagement scope: 8–12 weeks.

Business Continuity Architecture — Continuity Integrity Program

Full program health assessment against DRI Professional Practices 7–10, including an unannounced notification exercise. Redesigns the exercise program for genuine stress testing, implements the S.T.O.I.C. Convert discipline for after-action implementation, and rebuilds external agency relationships. Deliverable: Program Health Assessment Report with complete maintenance architecture.

Tabletop Exercises and Operational Readiness Programs

Custom-designed tabletop and functional exercises that stress-test your plan against realistic scenarios specific to your industry and threat profile. Not compliance validation — operational pressure testing. Available as standalone engagements or as components of the full Command Blueprint program.

AI Governance Consulting

Organizational readiness assessment for AI adoption in high-consequence operational environments. Addresses command accountability architecture for AI-augmented operations, AI failure response protocols, and policy framework development. Designed for healthcare systems, critical infrastructure operators, and organizations where AI system failures carry life-safety implications.

Every Scope 2 engagement is custom-built for the specific organization — not template-deployed. Deliverables are designed to withstand board-level scrutiny, regulatory review, and examination by plaintiffs’ attorneys.

Workplace Safety & Health

WHO IT’S FOR

Operations leaders, EHS directors, risk managers, facility managers, and HR professionals responsible for workplace safety programs. Primarily serves manufacturing, construction, healthcare, and other industries with significant OSHA compliance obligations.

WHAT WE BUILD

Workplace Safety & Health is STOSAIC’s environmental, procedural, and cultural safety infrastructure scope, led by Senior Safety Consultant Ian Starkey. We combine OSHA compliance expertise with the same behavioral science foundation that underpins Scope 1 — because a safety culture that lives only in the employee handbook is not a safety culture.

Our approach addresses three levels of safety infrastructure simultaneously: environmental and procedural compliance (OSHA requirements, emergency action planning, EHS management systems), safety culture development (the behavioral norms that determine whether people actually follow safe practices under pressure), and OSHA training programs that meet regulatory requirements without sacrificing operational relevance.

SERVICE OFFERINGS

OSHA Compliance Consulting and gap analysis. Emergency Action Plan development and testing. Safety Culture Development programs. EHS Management Systems design and implementation. OSHA Training Programs (General Industry and Construction).

INDUSTRIES SERVED

Manufacturing, construction, healthcare, industrial operations, and any organization with significant OSHA compliance obligations.

Scope 3 — Workplace Safety & Health-Program Details

OSHA Compliance Consulting and Gap Analysis

Comprehensive assessment of organizational compliance against OSHA General Industry and Construction standards. Includes gap identification, program development, documentation review, and preparation for regulatory inspections. The objective is not to audit performance — it is to build compliance infrastructure that reflects actual operational conditions, not what the handbook says they should be.

Emergency Action Plan Development and Pressure Testing

Most organizations write emergency action plans and never drill them. STOSAIC develops plans designed to be executed, then pressure-tests them against realistic scenarios. Working in direct coordination with Scope 2’s crisis command methodology, emergency action planning ensures that facility-level responses connect to the enterprise-level command architecture. Deliverable: a tested, living EAP — not a filed document.

Safety Culture Development

Moves organizations beyond compliance into the behavioral territory where safety becomes self-sustaining. Includes hazard recognition training, near-miss reporting system design, leadership safety engagement programs, and integration of safety behaviors into existing workforce development initiatives. Connects directly to Scope 1’s Seven-Competency Framework — because the behavioral discipline that drives resilience is the same discipline that drives safe operations.

EHS Management Systems Design and Implementation

Design and implementation of environmental, health, and safety infrastructure that supports sustained compliance and continuous improvement. Includes program architecture, metrics development, incident investigation protocols, and management review processes.

OSHA Training Programs — General Industry and Construction

OSHA 10-Hour and 30-Hour certification courses alongside custom safety training calibrated to your industry’s specific hazard profile. Delivered using STOSAIC’s Problem-Based Learning methodology where applicable — ensuring safety knowledge translates into practiced behavior, not just classroom awareness.

Compliance is the floor, not the finish line. The goal is a safety culture where hazard recognition, risk mitigation, and health protection are embedded in daily behavior.
